Open Question: Swelling/Bloat below belly button: What could this be?

I recently posted a question about heart disease for my story about a teenage girl who has a heart disease and it’s about her life. And my question was which heart disease should she have, in the end the answers said a congenital heart disease, i researched it a bit more but i couldn’t understand the scientific words so this is what i want to know:
Is it painful if you have a congenital heart disease?
If you have it you cant be active (e.g doing sports and things like that)
If the hole is small do they leave the hole their to close on it’s own or do they operate?
How long do you have to wait for an operation?
Do you have to have lots of operations?
And does it leave a scar when they operate?
Any extra detail will help

Open Question: Swelling/Bloat below belly button: What could this be?
I’m 29 5′6 and about 120lbs. I have PCOS, a slew of hormone issue, heart murmur and interstitial cystits. Starting about 3 years ago I developed bloat/distention below my belly button but above my hip bone. There’s not pain with it, but it makes my pants fit odd and frankly looks weird. It’s not fat and my doc isn’t sure what it is. CT came back fine.
Any ideas?
