Open Question: why do the veins in my hands bulge out some of the time ,and other times they look normal ?

I have heart disease, COPD, and lots of re- occurring kidney stones, can any of these conditions cause this . I have noticed when my feet are not swollen from heart disease the veins in my feet also bulge. It is not pleasant to look at and wonder why it only happens some times, and not all the time ?
